Does the purchase of a car take a long time in Greece?

I sent some money to a charity in Greece to help it buy a car. However, no car has been bought nearly two months later.
When I asked about this, I am told that "buying a [used] car in Greece takes a long time. The process is much slower in
Greece".
Is this so? Thanks.
