I believe they are two separate identify documents - so long as the card is still valid and has not expired you can continue to use it. It validity is not directly linked in any way to your port book.

 

Currently renewal of US ports on line is taking about 3 weeks.

 

Thanks. I applied online February 19th and was notified today they are sending out my book, card and ing documentation now. So 3 weeks-ish seems correct.
