Theft by 'Friend' what are my otions?

Hello all,

Long story short, I left a crate of personal effects with a friend in Portugal in Feb 2013, the agreement was I would send an AirWaybill they could slap on the crate and then a truck would collect for export.

This 'friend' was well compensated in kind (other personal goods that were near new)
anyway, they are extremely evasive, and are either severely depressed, as they just keep saying sorry and then not taking action, or they are stalling and have nicked my stuff.

I am now in a position to return and (hopefully) collect the stuff.

But if they have stolen it, what can I do?

Ideally I would like to show up with police, but don't want to look like a fool if they are in fact just lazy, but honest.

Also this person is known to have a handgun, I saw it in their bag once, and they said it's for 'protection'.

I thought nothing of it at the time, but is that even legal in Portugal?

The handgun is another reason I want police, as I may get very pissed off if I go all that way, to find I've been scammed, and don't want a 45 shoved in my face!

I do however want this person to understand I will pursue this, just because I can, and I'm pissed off as it is having to go back to ship the crate!

Nevermind. I've walked away from this debacle. I never really missed the stuff anyway.
It's a pity this will be my enduring memory of Portugal as I close that chapter in my life for good.
Anyone please give me the quick and dirty on the gun laws?
I want this person disarmed if they're in possession of illegal firearms anyway. As I'm sure you all do.
 
Portugal's firearm laws are utterly bizarre but some handguns in some calibres are not illegal and shooting someone in self defence is in some circumstances perfectly legal....... however the whilst it is illegal to shoot to kill (in self defence) it is not necessarily illegal to kill if you shoot to wound & aim badly. lol!

This guy is running around with a loaded Smith & Wesson saturday night special in his manbag, so from what I've read, a visit from the local GNR may be in order.
